This is a 3D printed card punch that is based on the original metal ones that had an adjustable needle attached, but these are completely self-contained and the pin end is made of plastic as part of the original 3D printing.
The system was originally used by gamblers to mark cards with bumps that could be felt while dealing. Magicians then incorporated the pegs for all kinds of gambling demonstration, which led to all kinds of card tricks and finally the mentalism community embraced them.
